In the article different approaches in court practice in regard to the use of water objects are analyzed: categories of cases which could be often found, application of water and land legislation in the process of hearing of such cases.

The article deals with some specific features of the U.S. strategy formation in regard to Syria at the time of the escalation of the military conflict between President B. Assad and the opposition. On the basis of the analysis of the U.S. mechanism of foreign- policy decision making process a conclusion is made that the Syrian policy of the White House doesn’t reflect to the full extent the national interests of the USA and is a result of the struggle in American internal policy.

The article deals with the genesis of the Russian policy in regard to Ukraine. The author shows the context in which modern Russian-Ukrainian relations after 1991 emerged and pays special attention to the consequences which influenced the course of Moscow in regard to Kiev. In the article the process of step-by-step degradation of Russian-Ukrainian relations which was mixed with attempts made by Moscow to find firm course is analyzed. An assumption is made that the events of 2014 were a logic final of this process. The perspectives of the future development of the situation in the light of the crisis in bilateral relations started after 2014 are shown.

The State Control Reform has signalized the new circle of the Administrative Reform in Russia. The analysis of its history shows that the declared aims of the “Dictatorship of the Law” building and the victory of the formal institutions under the informal were not achieved. Moreover, the activity of informal institutions has become the “way of life” for Russian political-administrative system, and the Administrative Reform with its continuous redesigning of the institutions - just the shell for it. To describe this phenomenon a special thesaurus is needed, and there are some attempts to create it. The new challenge for the researches is the 2015-16 years’ attempt of redesigning of the key informal connections and networks in Russian policy from the top of the system. The question whether it is the change of the trend or just its continuation - is a subject of further analysis.

This article is an attempt to realize business-government relations as a factor of democratization and as an integral part of democratic regime at the same time, what makes it different from a classical paradigm regarding structural factors of democratization as an external ones to political system.

The article considers some models of public decision-making with regard to the activities of political and administrative networks. Political-administrative networks play an important role not only at the level of individual decision-making but also at the system level bringing such features as quality of service, public value and other network tasks and characteristics to the fore. Analysis of the role of political and administrative networks in public decision-making allows to specify a separate network with the resources and goals and to abandon the concept of "state capture." In other words, many public decision-making, explains the latent politics, amenable to analysis and study of the network method

Offered their own interpretation of these concepts. The investigated structural components of the system of moral values of professionals and managers. Highlighted a number of factors influencing the development of moral values of managers.

The article deals with the main provisions of the US doctrine documents published in 2015. Analysis of their unclear omissions and contradictions makes it possible to conclude that most of the defects of the US military planning have appeared at the level of policy and strategy but not at the level of tactics or operative decisions. Instead of overcoming the fundamental disconnect between foreign policy and strategic objectives that is characteristic of the United States, the White House chooses to rely primarily on its supremacy in military technology. This allows the US to win battles - but not wars.

The article deals with the efficiency of International Criminal Court in resolving the problem of genocide from the point of institutional liberalism. The author concludes that ICC and all the international criminal system can’t be an adequate instrument of a struggle against genocide and determines the reasons of this problem.
