The article is devoted to the issues of the corporate training systems’ formation and the organization of the interaction of corporate universities with academic institutions. It is given a brief analysis of the current system of vocational training and the experience of the domestic corporate training systems’ formation. The article develops the implementation forms of the corporate training system, the content of educational system, interactive teaching methods of corporate management.

The article analyzes the principles of project management of regional human resources policy within the framework of the development and implementation of long-term and medium-term planning horizons’ instruments. In terms of the analysis of the implementation of accepted procedural and institutional documents regarding human resources policy it is justified expediency of the implementation of the practice of the major human resources policy events’ development in the form of a single linearlogical algorithm - «Strategy - Programs -Projects».

The authors describe the modern methods of quality management of human resources. They estimate competency of the most popular professions’ employees in a commercial bank with an extensive branch network. They evaluate a differentiated approach to the encouragement of employees of different categories on the principle of hierarchy with the implication of complex synchronization wages in order to reduce turnover of labor and to increase the efficiency of the bank. It is justified that this approach allows not only ensuring the quality of human resources and the speed of adjustment to the internal environment of the bank but also encouraging the personal development of employees, the advance of their interest in the results as well as the facilitation of management and the reduction of the turnover in the branch network.

The methodology of the proposed study is based on the idea of economic space. The author considers the trends and contradictions of urban development in terms of the ideas of spatial economics, notions of the territorial organization’s post-industrial development and capital movement in the economic space. He reveals the possibilities and limitations of urban space in terms of deindustrialization; formulates proposals for the selection of the optimal control actions to the development of city.

On the basis of the study of national policy imperatives’ transformation in the region's development strategy it is justified the requirements imposed on the formalization and implementation of regional policy and providing its innovative trend.

The article is devoted to the formation order and functions of the Bundesrat in the legislative process of Germany. It is discovered the features of the Bundesrat’s status and its participation in the discussion and adoption of laws of different categories. It is paid particular attention to the role of the Bundesrat in balancing interests of the Federation and the states as well as in defending the interests of the states at the federal level.

The article deals with the problems of the state management and protection of Selenga River Basin Selenga, the main tributary of the lake Baikal located in the territory of the Russian Federation and Mongolia. On the ground of the data transfer of pollutants from the Selenga River flow and analysis of legal documents it is identified the main problems of cross-border region’s management.

The article analyzes the increasing role of information technology in the interaction between government and society. It is shown the experience of the Moscow public services portal’s operation. The author discovers key achievements and issues of modern information technology in the public and municipal management in terms of the e-government.

Using example of the Russian ecovillages it is shown that a necessary condition for the formation and intensification of local communities and factor of their successful selforganization is a social activity of the ecovillage residents. It is proposed an approach to the consideration of eco-villages as subjects of sustainable rural development in order to implement their civic initiatives in the territorial public self-government. There is a need to integrate eco-villages in rural settlements that has a great political importance for the sustainable rural development, the provision of public territorial control, the preservation of socio-cultural identity and the country's food security.
