Public and latent structures in the formation of the modern Russian state policy in the sphere of education
Abstract
The article investigates the main public and shadow contractors in the formulation and implementation of the modern Russian state education policy as well as a number of factors influencing its development. Particular attention is paid to the noninstitutionalised actors exerting priority influence on the government decision-making process in this area.
