Статья посвящена исследованию основных публичных и теневых контрагентов в формировании и имплементации современной российской государственной политики в сфере образования, а также ряду факторов, влияющих на ее выработку. Особое внимание уделено неинституализированным акторам, оказывающим приоритетное влияние на принятие государственных решений в данной области.
The article investigates the main public and shadow contractors in the formulation and implementation of the modern Russian state education policy as well as a number of factors influencing its development. Particular attention is paid to the noninstitutionalised actors exerting priority influence on the government decision-making process in this area.
