Abstract
A lot of programs and strategies of the Far East development has been adopted for the 30 years. The author explains why the programs failed. The article discovers the factors that allowed the new program of the Far East and Trans-Baikal development to achieve temporary and local but positive results. It is shown the necessity of more distinct goal-setting new policy decisions related to the chages in the national political interests, and the development of efficient economic institutions with the formation of adaptive environment for their functioning.

Abstract
The role of Siberia is always evaluated by its contribution to the state treasury that is provided by the raw material industry of the Siberian economy. The given approach was only strengthened in the XX century as a result of execution of regional transport and energy superprojects that allow creating a material basis for the formation of clusters. The significance of these projects will be preserved in the XXI century. Analysis of the present state of infrastructure, manufacturing, agriculture, innovative engineering, ecology, demography, living standards of the unique region allowed the author to identify different courses for the diversification of production in the region and to justify the idea of the Siberia development as a region’s arrangement of the Russia’s strategic territorial.

Abstract
The author believes that the most radical reverse in the domestic regional policy of the last time is its turn to the East. Besides it is evident that the and cons of the increasing export-orientedness of the Far East economy are least analyzed. It leads to that the status «raw-material appendage» of other countries, primarily China, becomes more stable in Russia. The author formulates a number of the offers directed on transition to the supplement of resource-based economy by diversified production that will allow Russia to gain the necessary potential of economic independence.

Abstract
In spite of strategic importance, attractiveness and relevance of modernization of Siberia and the Far East its plans that insufficiently consider real limitations, risks, opportunities and threats associated with the existing institutional environment.. The author analyzing trends, prospects and efficiency of the Siberia development provides a “road map” of the region’s social and economic space, considers three vectors of the modern spatial development of the eastern regions and reviews the role of the Russian-Chinese economic relations in the modernization of the region.

Abstract
The authors examine the main directions of the energy cooperation between Russia and China that were developed in the Program approved by the parties in 2009. Analysis of a number of the key projects of the regional cooperation between Russia and China shows that the innovative projects related to alternative and renewable energy sources will be implemented mainly by China, and the projects related to fuel extraction (coal. oil) and electricity production (even with the use of modern technology) by conventional methods will be implemented by Russia. Program according to the authors’ opinion should be supplemented by other projects that would reflect the mutual interest of Russia and China.

Abstract
The author considers the problems of the legal regulation of records management in the Russian Federation; analyzes the features of the legal confirmation of the records management in Russia at different times; identifies and justifies the necessity of the legal regulation of the records management in Russia taking into account the development of modern technologies. Abstract
The author analyzed characteristics and sources of the financing of political parties in the foreign countries (Austria, Spain, Canada, Luxemburg, New Zealand, Norway). It was noted that political parties of the abovementioned countries get direct financial support from the state either permanently or during election campaigning. In many cases they follow the limits of the expenditure fixed for the electoral campaigns. The author disclosed the forms of the indirect financial support from the state and restricted sources of the financing of electoral funds.

Abstract
The author analyses the problems in the state-planned economy and the measures taken by the state arbitrage to cushion the consequences of them. The article is based on archival materials. The author places special emphasis on the issues of the improvement of the regulatory system and specification of the authorities of the state arbitrage. In the article the author discussed the practice of arbitrage for settlement of economic disputes between enterprises. The author places special emphasis on the cooperation between the state arbitrage and the Party authorities. Author comes to the conclusion that the arbitrage has been transforming more into an administrative body than into judiciary one.

The article analyzes the suicide prevention measures taken in Russia. In contrast to the previous studies on the subject the author pays special attention to the sociodemographic aspects of suicide mortality.
