THE RUSSIAN ARCTIC: CONCENTRATION OF PROJECTS AND CHALLENGES

Abstract
Outlined plans of the Russian Arctic development is the most complex mega-project from all of proposed in recent years. In order to implement the project it is required not only enormous resources but also the specific mechanism of goals management that would allow coordinating actions of many actors, combining infrastructure improvement with national security, taking into account interests within the framework of international cooperation.

Abstract
Normative consolidation boundaries of the Russian Arctic does not satisfy but rather strengthens the scientific and practical interest to the neighboring territories of the zone as a natural space of state and corporate interests’ protection and specific actions of problem-solving of the Arctic’s integrated development. It is shown that the existing potential of applied scientific research is able conceptually to justify principles of rational zonation.

Abstract
The article analyzes the role and place of the ranking of the mineral resources development in different countries. It is shown that the main emphasis in the economic sphere of the modern Arctic shifts to the socio-economic returns of projects and different economic activity areas. The leader is not one who implements ambitious projects but the one who provides the solution to this problem in line with the sustainable functioning of the fragile and unique nature of the "high latitudes." It is stressed the important role of the activities on alignment with the environmental requirements of the previously created objects.

Abstract
The article discusses the main issues determining the modern and future development of the Arctic sea communications. It is emphasized the factors determining the current traffic flows and it is made their temporal and structural analysis. It is shown the dynamics of the global commodity market and its impact on the transportation in the Arctic. Particular attention is paid to the possibility of sea communications regulating which includes from national interests protection. It is conducted an expert study of separate problems determining the Arctic sea communications development.

Abstract
Closed administrative-territorial entities created for the purposes of the nuclear industry have been existed in a stable socio-economic conditions for a long time. In the last 5-10 years in the closed administrative-territorial entities negative trends of the depressed areas began to appear. At the same time the socio-economic development of the closed administrative-territorial entities is characterized by the opposite tendencies: forming enterprises have a stable portfolio of orders, increased fiscal capacity persists. High-tech core activities in the closed administrative-territorial entities trigger their competition with the most developed areas. As the authors state for the sustainable development of the closed administrative-territorial entities stable government policies and management systems are required.
