Индийский океан как зона мира: устаревшая концепция или формат будущего?

Аннотация
В статье рассматриваются истоки и современные перспективы концепции «Индийский океан как зона мира» (IOZOP). Она зародилась в рамках Движения неприсоединения в 1960-х – начале 1970-х гг. и была поддержана странами региона, увидевшими в ней возможность избежать превращения Индийского океана в зону столкновения интересов великих держав. Изначально сформулированная крайне расплывчато, в конце концов концепция IOZOP свелась в основном к требованию от нерегиональных держав прекратить испытания оружия и размещение военных сил и средств на островах Индийского океана. Несмотря на то что в 1971 г. Генассамблея ООН объявила Индийский океан зоной мира, западные державы проигнорировали это решение, отказавшись выводить из региона свои военные силы и базы. Начавшиеся затем разногласия между региональными акторами, часть которых опасалась усиления влияния Индии, и позднейшее изменение политической ситуации в мире привели к тому, что интерес к идее создания зоны мира в Индийском океане был, казалось, окончательно утерян. Однако в 2014 г. сначала Индия, а затем Шри-Ланка выразили готовность вновь поставить этот вопрос на повестку дня. Автор анализирует историю зарождения и попытки реализовать концепцию зоны мира в Индийском океане, причины ее провала, выделяет позиции основных заинтересованных стран, ключевые моменты, мешающие и способствующие формированию зоны мира. Делается вывод, что в нынешних условиях концепция IOZOP может быть реализована в обновленном виде как часть потенциальной структуры океанского управления, которую возможно было бы сформировать на основе таких региональных механизмов, как IORA и IONS.
