The index of the effective number of parties as a tool for analysis of party and electoral systems

Abstract

The article is devoted to the stability of the government and representation of political forces in Parliament. The author considers the approaches, that provide the opportunities to formalize the dependence of the compliance of party and electoral systems on the basis of the level of institutionalization of the electoral process, analyses «the index of effective number of parties» as a tool, designed to solve the problem of balance between representation and effectiveness of elected bodies and their dependence on electoral mechanisms.
