Автор дает характеристику политического контента и юридического механизма реализации популярной в странах Латинской Америки концепции «Социализм XXI века», в которой критика либерального экономического курса сочетается с усилением роли национального государства как выразителя общих социальных интересов всей нации. Выдвигается идея о том, что национальное государство - это институт, призванный прежде всего выражать общесоциальные интересы граждан, стремящихся через усиление института государства укрепить свою независимость от ТНК и других стран. Анализируя новые конституции Венесуэлы, Эквадора и Боливии, автор характеризует конституционный механизм защиты прав граждан как новое направление защиты своего суверенитета.
The author characterizes the political content and legal mechanism for implementing popular in Latin America, the concept of «Socialism of the XXI century», in which criticism of liberal economic policies combined with the strengthening of the role of the nation state as the voice of common social interests of the whole nation. One puts forward the idea that the nation-state - is an institution designed primarily to express the general social interests of citizens seeking to gain through the institution of the state to strengthen its independence from the TNC and other countries. Analyzing the new Constitution of Venezuela, Ecuador and Bolivia, the author characterizes the constitutional mechanism to protect the rights of citizens as a new direction to protect their sovereignty.
