Сформулирован подход к определению системной результативности и эффективности бюджетных расходов на муниципальном уровне с точки зрения достижения значимых целевых ориентиров государства. На основе проведенного анализа обоснована необходимость контроля над уровнем дифференциации показателей результативности муниципальных расходов. Предложена методика сглаживания полученных диспропорций в результативности расходов на основе коэффициентов системной эффективности.
Article formulates approach to determining system effectiveness and efficiency of budget spending at the municipal level in terms of achieving significant milestones of the state. Article is based on this analysis of the necessity of controlling the level of differentiation of performance indicators of municipal expenditures. The technique of smoothing obtained disparities in performance costs based on the coefficients of system efficiency.
