В разных регионах мира новая биполярная конфронтация проявляется с различной интенсивностью. Автор считает, что в настоящее время стратегически важные с точки зрения перспектив биполярного противостояния периферийные регионы становятся тестовой площадкой для относительно безопасной отработки методик и тактик геоэкономического соперничества и взаимного обмена системными ударами. На сегодняшний день в числе театров необиполярной конфронтации, возможно, ведущим является Африка. Статья анализирует причины этого, а также конкретные экономические, военно-стратегические и идейно-политические аспекты соперничества США и КНР на африканском континенте. Под углом геополитического и геоэкономического соперничества дан сравнительный анализ принятых в конце 2018 г. новых африканских стратегий двух сверхдержав. Автор приходит к выводу, что в контексте нарождающейся глобальной биполярности стратегии США и Китая являются антагонистическими программами, основанными на принципиально разных исходных посылах. В стратегии США это – не допустить распространение влияния конкурента с помощью жестких, в том числе силовых (но не обязательно военно-конфронтационных) действий. У КНР это – в условиях минимального выхода на прямую конфронтацию нейтрализовать противодействие США и их союзников расширению позиций Пекина на континенте и свободе взаимодействия с любыми партнёрами в Африке. Как следствие, несмотря на внешнюю «периферийность» конфронтации на континенте, для окончательного оформления необиполярного миропорядка широковещательное анонсирование новой региональной геополитической стратегии США, во главу угла которой поставлено отбрасывание Китая во имя защиты демократии и независимости, может послужить не только для Африки, но и для всей планеты таким же рубежным сигналом, что и Фултонская речь Черчилля для окончательного оформления биполярности в послевоенном мире. </p></abstract><trans-abstract xml:lang="en"><p>The article lays out a hypothesis that the global order slides into a new bipolarity in the context of the escalating geo-economic and geopolitical confrontation between the two poles that currently dominate the world - the United States and China. The neo-bipolar construction cannot yet be regarded as an established new world order, but the general movement of the world economy and international relations in this direction is obvious. The neo-bipolar bipolar confrontation manifest itself with varying intensity in different regions of the world. The author argues that at present the peripheral regions which are strategically important for the prospects of competition are becoming an important testing ground for relatively “safe” elaboration of methods and tactics of geo-economic rivalry and h mutual exchange of systemic attacks. Today, Africa has become practically the leading theater of the new bipolar confrontation. The article analyzes the economic, military and strategic aspects of the rivalry between the United States and China on the African continent. It provides a comparative analysis of the new African strategies of the two superpowers adopted at the end of 2018. The author asserts that in the context of the emerging global bipolarity, the strategies of the USA and China represent antagonistic programs based on fundamentally different initial messages. In the case of the US strategy, this is to deter by denial the spread of the competitor’s influence using tough policies, including forceful (while not necessarily military) confrontational actions.
