В Европейском ^юзе активно развивается дискурс о стратегической автономии организации на фоне таких явлений, как брекзит и трансформация отношений с Соединенными Штатами.</p><p>В очередной раз в истории ЕС встает вопрос о его способности превратиться в самостоятельного субъекта международных отношений не только в качестве единого рынка, но обладающего собственным политико-военным потенциалом. Статья посвящена дилеммам концепции Европейского оборонного союза (ЕОС), ядром которой выступает программа постоянного структурированного сотрудничества (PESCO), анализируется ведущая роль Франции и Германии в ее продвижении и реализации. Автор исследует развитие стратегической культуры ЕС, его общей оборонной политики на современном этапе, перспективы различных представлений о «евроармии», диалектику сопряжения европейского политико-военного строительства с деятельностью НАТО. Сделан вывод, что в ближайшие годы ключевой приоритет концепции оборонного союза ЕС будет заключаться в ускорении интеграции военно-промышленных комплексов государств-членов, увеличении их конкурентоспособности в соревновании с ВПК Соединенных Штатов. Выход Британии из ЕС ускорит эти процессы. Автор рассматривает упрочение политического-военного потенциала этой интеграционной организации как объективное требование времени и считает, что ее интересам, как и интересам незападных центров силы, больше отвечает развитие ЕС по пути Европейского оборонного союза, основанного на принципе стратегической автономии, нежели в качестве «европейской опоры» НАТО. Обратное развитие событий, включая создание «оборонного Шенгена», втягивание европейских членов Альянса в его военное планирование, направленное против России, размывание нейтралитета ряда стран - членов ЕС крайне негативно скажется на положении дел в сфере европейской безопасности и глобальной стабильности.</p></abstract><trans-abstract xml:lang="en"><p>The article explores the newest trends in Common Security and Defence Policy of the European Union as one of the most dynamic fields of еuropean integration. In the EU the discourse on the strategic autonomy and strategic culture develops rapidly against the backdrop of Brex-it and transformation of relationship with the US. The history of European integration repeatedly poses a question whether the EU is capable of becoming an independent subject of international relations with its own politico-military potential based on the principle of strategic autonomy. The author examines dilemmas of the European defence union (EDU), with PESCO in its core, the key role of France and Germany in its promotion and development. Among the main issues scrutinized are recent events in the sphere of common defence policy, attitudes to the idea of the European army, dialectics of CSDP and NATO. A conclusion is drawn that in the near future the leading priority for EDU will consist in deepening integration among EU member states’ military-industrial complexes, strengthening their competitiveness versus the USA. The author holds that the politico-military potential of the EU is an objective requirement for the organisation with global economic interests and that it will receive further stimulus as a result of Brexit. The interests of security of the EU and non-Western centres of power will be better served if this potential transforms into effective EDU rather than be incorporated into the European pillar of NATO.
