Они не имели там таких острых противоречий, как в Европе или на постсоветском пространстве. Более того, некоторые интересы России и США в АТР совпадают – как, например, предотвращение китайской гегемонии. В этой связи российско-американский диалог и сотрудничество в АТР могли бы стать важной опорой позитивной повестки дня их отношений и фактором их устойчивости, способным предотвратить или по крайней мере смягчить то ухудшение, которое началось между ними с 2011 г. (война в Ливии) и особенно начиная с 2014 г. (кризис на Украине, военная операция России в Сирии и обвинения Москвы во вмешательстве в президентские выборы в США 2016 г.). Из-за внешнеполитической инерции, негибкости повестки дня российско-американских отношений и неспособности сторон выйти за рамки привычного шаблона подобный диалог даже не начался. Обе стороны продемонстрировали стратегическую близорукость. Это ослабило устойчивость американо-российских отношений перед новыми вызовами и ускорило их ухудшение и срыв в новую конфронтацию. АТР же стал еще одним театром американо-российской системной конфронтации. Однако в интересах и России, и США все же свести их конфронтацию в регионе к минимуму и рассматривать отношения в АТР отдельно от других театров взаимодействия. Это создаст благоприятные условия для выстраивания Россией сбалансированной системы партнерств в АТР, что необходимо для консолидации ее роли независимой глобальной великой державы. Кроме того, российско-американский диалог по АТР или по крайней мере ослабление их конфронтации в этом регионе сократит его поляризацию и предотвратит напряженность между США и их азиатскими союзниками и партнерами.</p></abstract><trans-abstract xml:lang="en"><p>Both Russia and the United States consider the Asia-Pacific as the center of the world economy and politics and assume the active presence in the region crucial for their security and economic development. They did not have such sharp contradictions there as in Europe or in the post-Soviet space. Moreover, some of their interests in the Asia-Pacific Region coincide – such as preventing Chinese hegemony. In this regard, the Russian-American dialogue and cooperation in the Asia-Pacific could be an important pillar of the positive agenda of their relations and a factor in their sustainability. Due to foreign policy inertia, the inflexibility of the agenda of Russian-American relations and the inability of the parties to go beyond the usual pattern, such a dialogue has not even begun. Both sides demonstrated strategic myopia. This weakened the resilience of US-Russian relations in the face of new challenges and accelerated their deterioration and disruption to a new confrontation. The Asia-Pacific has become another theater of the US-Russian systemic confrontation. However, it is in the interest of bothRussia and the United States to separate relations in this region from their general confrontation. This will create favorable conditions for Russia to build a balanced partnership system in the Asia-Pacific, which is necessary to consolidate its role as an independent global great power.
