Китай является единственной страной - постоянным членом Совета Безопасности ООН, осуществляющей в настоящее время количественное и качественное наращивание своего ядерного потенциала. Насколько далеко намерен пойти Китай в развитии своих ядерных сил - остается предметом для дискуссии. В целом преобладает мнение, что Китай стремится осуществить лишь ограниченное наращивание своих ядерных сил, с целью обеспечить себе потенциал для нанесения гарантированного ответного удара в условиях совершенствования американской системы ПРО. Начиная с конца 1990-х годов предметом повышенного внимания в странах Азии и в мире в целом было развитие военно-воздушных сил и военно-морских сил Народно-освободительной армии Китая (НОАК). Ядерные силы не воспринимались в качестве приоритета развития китайской военной мощи и оставались в тени. Однако, события последних лет показали, что в мире не вполне осознавался истинный масштаб китайских работ по строитель ству стратегических ядерных сил. На данный момент можно считать свершившимся фактом то, что КНР сумела осуществить большую часть своей долгосрочной программы модернизации своих ядерных сил, не привлекая существенного внимания со стороны других крупных стран и, прежде всего, единственной сверхдержавы.
