В данной статье предлагается исследование распределения финансирования в Евразийском регионе в 2008–2022 гг. с использованием новых данных базы суверенного финансирования Евразийского фонда стабилизации и развития (ЕФСР). Анализ показал, что среди ключевых стран получателей помощи нет наиболее нуждающихся стран региона (Киргизии и Таджикистана); напротив, большая часть средств направлена в наиболее развитые страны: Армению, Грузию, Казахстан. Для оценки эффективности распределения финансирования был рассчитан индекс доли «справедливой» помощи для ключевых стран-реципиентов. Результаты исследования показывают низкую долю «справедливой» помощи, то есть довольно слабую ориентацию стран-доноров на проблемы в странах региона. В частности, было выявлено, что в странах региона существует значительный разрыв между «справедливым» распределением помощи и фактическим распределением, что свидетельствует о необходимости пересмотра существующих механизмов предоставления международной помощи .</p></abstract><trans-abstract xml:lang="en"><p>In the context of budget constraints, the allocation of development finance is one of the important research questions. This article proposes a study of the allocation of sovereign financing in the Eurasian region in 2008-2022 using new data (the Eurasian Fund for Stabilization and Development (EFSD) sovereign financing database). The analysis shows that the most vulnerable countries of the region (Kyrgyzstan, Tajikistan) are not among the key recipient countries, on the contrary, most of the funds are directed to the most developed countries of the region Armenia, Georgia, Kazakhstan. To assess the efficiency of funding allocation, an index of the “fair” share of aid for key recipient countries was calculated. The results of the study show a low share of “fair” aid, therefore, a weak orientation of donor countries to the problems in the countries of the region.
