Статья посвящена проблеме соотношения стабильности правительства и представленности политических сил в парламенте. Рассмотрены подходы, позволяющие формализовать зависимости соответствия партийных и избирательных систем на основе уровня институционализации избирательного процесса, проанализирован «индекс эффективного количества партий» как инструмент, призванный частично разрешить проблему баланса представительности и эффективности избираемых органов, а также их зависимости от электоральных механизмов.
The article is devoted to the stability of the government and representation of political forces in Parliament. The author considers the approaches, that provide the opportunities to formalize the dependence of the compliance of party and electoral systems on the basis of the level of institutionalization of the electoral process, analyses «the index of effective number of parties» as a tool, designed to solve the problem of balance between representation and effectiveness of elected bodies and their dependence on electoral mechanisms.
