При этом концепция цифровой трансформации страны реализуется достаточно последовательно. Смена правящей администрации допускает корректировку стратегии цифровизации, но не приводит к отказу от нее или кардинальному изменению содержания начатого процесса. Принципиальной особенностью долгосрочного плана действий стала увязка стратегической программы цифрового перехода с курсом на создание зеленой экономики. Серьезным лимитирующим фактором экономического развития Республики Корея на долгосрочную перспективу становится хронический дефицит трудовых ресурсов, вызванный последствиями демографических проблем. Одним из решений означенной проблемы видится расширение применения роботов в промышленном производстве и сфере услуг. Потребность обеспечения конкурентных преимуществ побуждает придать дополнительный импульс разработкам квантового компьютера и искусственного интеллекта (ИИ). Ключевые проекты цифровизации включают в себя отрасли, непосредственно улучшающие качество жизни, прежде всего здравоохранение, образование, культуру, а также экологию и индустрию обеспечения комфортного проживания. Достижение поставленных задач подразумевает опережающее развитие информационных технологий (ИТ) на основе развития научного и промышленного потенциала. Взаимодействие с иностранными производителями и потребителями высокотехнологичной продукции является важным аспектом стратегии южнокорейских разработчиков и производителей. В числе внешних партнеров заметную роль играют американские, европейские и японские корпорации. Вместе с тем приоритетное значение в последние годы отдается выходу на рынок КНР и кооперации с китайскими компаниями. Кроме того, растет внимание к взаимодействию с новыми партнерами, в том числе со странами АСЕАН, а также с Индией.</p></abstract><trans-abstract xml:lang="en"><p>The course toward digitalization of the economy and public life pursued in the Republic of Korea in the 2020s aligns with the overall strategy of accelerated innovative development, aimed at maintaining progressive dynamics, ensuring stable growth, and achieving high living standards. At the same time, the concept of digitalization has been implemented in a consistent manner. Changes in the ruling administration allow for adjustments to the digitalization strategy but do not lead to its abandonment or to radical shifts in its content. A key feature of the long-term action plan was the linkage of the strategic digitalization program with the transition toward a green economy. A chronic labor shortage, stemming from demographic challenges, becomes a serious long-term constraint on South Korea’s economic development. One solution to this problem is the expanded use of robots in both industrial production and the service sector. The need to secure competitive advantages also drives the development of quantum computing and artificial intelligence. Key digitalization projects include industries directly improving quality of life – primarily healthcare, education, culture, the environment, and housing-related services. Achieving these goals requires the advanced development of IT, building on the country’s scientific and industrial potential. Cooperation with foreign producers and consumers of digital products is an important dimension of South Korea’s strategy. American, European, and Japanese corporations remain significant external partners, but in recent years priority has been given to entering the Chinese market and deepening cooperation with Chinese companies.
