Статья посвящена новым аспектам в политике Индии в отношении государств Африки, которые рассматриваются в контексте стремления Нью-Дели добиться повышения своей роли в мировых делах. Особое внимание уделяется проблемам безопасности и обороны в нынешних индийско-африканских отношениях на фоне обострения конкуренции Нью-Дели и Пекина. Делается вывод, что по мере усиления позиций Индии в мире и роста ее присутствия на континенте она всё активнее претендует на роль лидера Глобального Юга и видит себя в качестве «новой нормативной силы», способной предложить развивающимся, в первую очередь африканским, государствам собственную модель развития. Одним из основных средств достижения данной цели является продвижение в страны Африки индийской цифровой инфраструктуры, которая воспринимается в качестве необходимого элемента формирования нового имиджа Индии как высокотехнологичной мировой державы. Отмечается, что нынешние усилия Нью-Дели в этом направлении являются логичным продолжением прежних индийских проектов в Африке, в частности в сфере образования и здравоохранения.

The article is devoted to India’s modern policy towards African states in the context of New Delhi’s intention to strengthen its role in world affairs. Special attention is paid to the issues of increasing the importance of security and defense issues in the current Indian-African relations against the background of growing competition between New Delhi and Beijing. It is concluded that as India’s position in the world deepens and its authority on the continent increases, it increasingly claims to be the leader of the Global South and a “new regulatory force” capable of offering developing, including African, states their own development model. One of the most important means to achieve this goal is to promote Indian digital infrastructure to African countries. India sees this as a necessary element in shaping its new image as a high-tech world power. It is noted that India’s current efforts in this direction are a logical continuation of its previous projects in Africa, in particular in the field of education and health.
